Some states do not have a uniform standard for signature verification and lack sufficient training to insure all election personnel proficient in maintaining consistency and standardization for voter check-in and ballot verification.
The Cyber-Security & Infrastructure Agency (CISA) recommends using a signature analysis software Automated Signature Verification (ASV). A biometric authentication of absentee ballots and the registration process is considered by many to be an even better tool for ensuring the security of a voter's ID. This would remove obstacles in signature assessment, requirements for witness signatures and potential for ballot harvesting.
Signatures on absentee ballots must be matched against the signature on the voter’s absentee ballot application, as well as the signature on file in the Qualified Voter File (QVF) in Michigan, or state equivalent data.
